Housing for Developmentally Disabled Adults

According to the Centers for Disease Control, one in six children in the U.S. has some form of development disability. While many of these children will grow up to be independent, others with more severe intellectual disabilities may never be able to live on their own without support. For those who long to be independent or have no relatives able or willing to provide this support, YFA and Speer Village come into play.

What is Permanent Supportive Housing?

Permanent supportive housing (PSH) is an evidence-based housing model that combines affordable permanent housing with access to flexible supportive services. Supportive housing is designed for people with disabilities who are unlikely to be able to maintain stable housing without service-enriched housing. This combination of affordable housing and individualized support services helps individuals live healthier, more stable lives (from the Florida Housing Coalition).

What is The Commons at Speer Village?

The Commons at Speer Village (Phase I) consists of 6 supportive housing units that serve 8 developmentally disabled adults. Residents have the support of either an on-site Supported Living Coach, or a case manager, depending on their level of need. Direct services are provided to residents to help them maximize their capabilities, foster greater independence, and facilitate their involvement in the community.

Who is Eligible to Live at Speer Village?

To qualify, prospective residents must provide proof of Agency for Persons with Disabilities (APD) registration. While space in Phase I is limited, Phase II of The Commons at Speer Village is a planned affordable housing project that will consist of 56 apartments. Construction is to begin in 2025.

How Much Does It Cost?

All residents must be approved with a project-based voucher through HUD. This type of supportive housing is made possible by the effective foundation of public, private and nonprofit sector involvement, including the Speer Foundation, Pasco County and the Florida Housing Coalition.
